It's now less than 7 days until the Norwegian Prime Minister Jonas Gahr Støre will open High North Dialogue 2023 – Spaces of Opportunities, in Bodø.

High North Dialogue is a platform for dialogue about the sustainable future in the Arctic.

The conference lasts from April 18 to April 21. On April 18 we have a full day of interesting Side Events. The main conference, with keynotes, panels, dinner and award ceremonies is on April 19 and 20. On April 21 we have the youth event, Generation Barents.

This year’s topic is Business in the Arctic – Spaces of Opportunities, emphasizing the opportunities connected to Politics, Business, Outer Space, Education and Ocean Space.

 

Spaces of Opportunities in Politics
Keynote Speaker: Jonas Gahr Støre, Prime Minister in Norway

The political conditions in the High North have changed. Security policy concerns are on the agenda and cooperation with Russia is not possible in a number of areas. At the same time, Nordic cooperation has wind in its sails. Finnish and Swedish NATO membership changes the security landscape in the Nordic region. Norway takes over the chairmanship of the Arctic Council in May, followed by Denmark in 2025. What can the Arctic countries do to ensure that the goal of High North, low tension remains relevant? How can Nordic cooperation provide some of the solutions to Arctic challenges in turbulent times?

 

Spaces of Opportunities in Business
Keynote Speaker: Tara Sweeney, Principal and CEO of Tack 71 Strategies

 
The development of business in the Arctic may of some be regarded as a threat to the climate, and for others as one of the solutions for the climate crises.What are the most promising possibilities when it comes to business in the Arctic in the future? How do we secure the realization of this potential? What could hinder the realization of sustainable business activities in the Arctic?

 

Opportunities in Outer Space
Keynote: Marte Indregard, Chief Commercial Officer in Kongsberg Satellite Services (KSAT)

Rapid advances in space technology are creating new opportunities for a wide array of interests in the High North. Differing stakeholders including business, industry, governance, communications, environmental monitoring, defense, emergency response, and science – all stand to benefit from these advances. What are some exciting new, emerging opportunities for space technology in the High North? How can Arctic stakeholders access and harness the benefits of space technology? What are some mis-perceptions, downsides, or risks of our growing reliance on space technology?

 

Spaces of Opportunities in Education
Keynote: Kristian Teleki, Global Director, Ocean Program World Resource Institute

In the Arctic we are experiencing that many young people are moving out of the region for studies and work. We do not experience that many young people from outsides move to the universities and education institutions in the Arctic. Is there anything in the Arctic that could make universities in the Arctic be more entrepreneurial and internationally than an average university globally?

 

Opportunities in Ocean Space

Human needs for food, energy, transportation, recreation, and other services from the ocean are increasing rapidly. As a result, the ocean economy is growing at an unprecedented rate. Existing ocean industries are expanding, and with innovation and technology – new ones are appearing.ow can the Ocean be part of the solution of today’s many challenges?
How do we achieve a sustainable Ocean economy that leaves no one behind?

The Yarlung Tsangpo is a major river that flows from the Tibetan Plateau and enters India in the Siang District of Arunachal Pradesh and known as the Siang River. It is called the Brahmaputra when it enters Assam and finally flows into Bangladesh. Millions of people are depending on the Brahmaputra for their livelihood. However, due to climate change, the river is facing the loss of ice and snow in the region affecting water availability, biodiversity, and ecosystem boundary shifts. This will have an environmental and social impact that will likely increase the uncertainty of water supplies and agricultural productivity for people in the Tibetan Plateau, India, and Bangladesh. Thus, this study will highlight the impact of climate change on the upstream Brahmaputra River, how the change in the rainfall patterns and rise of temperature affect agriculture productivity, and food security, and its consequences on the livelihood of people in Tuting village in Arunachal Pradesh which is an immediate village when the Yarlung Tsangpo enters India, and a small Tibetan community is also located in Tuting which makes me more accessible. I will also focus on the traditional knowledge of protecting the environment in the Tuting area and how they understand climate change. In recent years, the Siang River in Arunachal Pradesh has experienced a muddy river, receding water level, and floods causing a serious environmental and social impact on the people. Finally, the study will critically examine the mitigation and adaptation measures taken by the policymakers to specially address climate change in Tuting village.

We are pleased to invite all UArctic members to attend UArctic Assembly 2023 held in Quebec City, Canada on 22-26 May. The meeting is hosted by Université Laval. Register through this link.

Research Infrastructure Catalogue Highlight

Submit your infrastructures for inclusion in the UArctic Research Infrastructure Catalogue

We encourage members of UArctic community to submit new infrastructures, update existing ones if needed, and in general to explore the UArctic Research Infrastructure Catalogue. The Catalogue is an online database for searching and identifying research infrastructures and facilities located at and operated by the UArctic member institutions.

 

Student highlight

American Arctic Connection Intern joins the UArctic International Secretariat in Rovaniemi

The UArctic International Secretariat welcomes new intern Chloe Kiernicki this spring. Chloe studies at Tampere University, where she is pursuing a M.Sc. in Sustainable Architecture. In addition to curriculum about the built and natural environments, she is following courses from the Circumpolar Studies program and has virtually attended the winter school from UArctic member Harbin Institute of Technology and the Korea Arctic Academy.
